Dr. Smith was involved in the Clean Lakes Study at Lake Allatoona, Georgia and facilitated the creation of a collaborative network of federal, state, regional, and local agencies, and organizations to guide the study.  This effort was a nationally recognized model of intergovernmental management promoted throughout the U.S. by the U.S. EPA.
